"Im Jahr 1899 hat die Gemeinde Wien unter Bürgermeister Dr. Karl Lueger einen "Wettbewerb zur Fertigstellung des Zentralfriedhofes" ausgeschrieben. Den Vorsitz der Jury hatte Otto Wagner.
Max Hegele ging als Sieger dieses Wettbewerbes hervor und er durfte seine Pläne in die Tat umzusetzen.
Als erstes erbaute er das prunkvolle Eingangstor II, dann die Aufbahrungshallen I und II und "als letztes Objekt entstand die Kirche zum dauernden Schmucke dieser Stätte des Friedens".
Der Monumentalbau inmitten des Ozeans des Todes (am Zentralfriedhof sind ca. 3 Millionen Menschen bestattet!) soll die Allmacht Gottes versinnbildlichen, die stärker ist als der Tod. Die vorderen Türme der Kirche mit den Pyramidendächern werden von der kreuzgekrönten Kuppel weit überragt um anzudeuten, dass der Glaube der alten Ägypter zwar nicht falsch war, aber er wurde durch das Alte und Neue Testament überholt
Auf Wunsch des Bürgermeisters Dr. Karl Lueger wurde diese Friedhofskirche seinem Namenspatron, dem hl. Karl Borromäus, geweiht und so sollte sie die "Karlskirche" am Zentralfriedhof sein. In Anlehnung an Kaiser Franz Josef, der zu seinem fünfzigsten Kaiserjubiläum, die "Kaiser-Franz-Josef-Jubiläumskirche" am Mexikoplatz erbauen ließ, hat die Gemeinde Wien nach dem Tod des Bürgermeisters Lueger, der während seiner Amtszeit am 10.3.1910 verstorben ist, diese Friedhofskirche die "Dr.-Karl-Lueger-Gedächtniskirche" benannt.
In den Jahren 1995 - 2000 zur Zeit der Amtsführung der Bürgermeister Dr. Helmut Zilk und Dr. Michael Häupl unter dem amtsführenden Stadtrat Johann Hatzl hat die Gemeinde Wien diese Kirche mit großem finanziellem Aufwand unter der Verantwortung der MA 43 - Friedhöfe saniert, renoviert und restauriert.
