This is the second disk I've found from the mysterious "CUTD". It might be Chicago Urban Transit District, but they seem like more of a planning agency, and regardless, I don't think they exist today.

Regardless, this mark is at the northeast corner of S Wacker Drive and W Van Buren Street. Not much in the way of landmarks there - it's just embedded in the sidewalk maybe two yards WSW of the corner of the sidewalks (northeast, by the grass).
