Billy Payne was one of the driving forces that brought the Centennial Olympic Games to Atlanta in 1996. The statue is located near the eastern side of the Centennial Olympic Park on Centennial Olympic Park Drive in Downtown Atlanta.

This life size statue of William Porter "Billy" Payne is made of bronze. He is dress in a business suit with a tie, his jacket is buttoned. Billy wears glasses. Both feet are on the ground and he stands with his right foot slightly forward. Both arms are held close to his body and both are bent at the elbow. In his right hand he holds an Olympic torch; his left hand is open and facing upwards. The base is also bronze and the entire statue is on a short granite plinth. The sculpture is signed and dated, 1997.
