There are actually two memorials here...one to those honored for their service in World War I and the second for World War II merchant navy veterans.

Located on Tower Hill, directly across from the Tower Hill underground station, the World War I memorial takes the form of a vaulted corridor. The names of the dead are arranged in alphabetical order but separated by those who served in the Merchant Navy and those who were part of the Fishing Fleets.
The adjacent World War II Memorial takes the form of a semi-circular sunken garden and has the names of the dead arranged alphabetically but divided by service for specific vessels and then for the Lighthouse and Pilotage Serives and the Fishing Fleets.
