Wat Koh Loy is on the island of Koh (Koh = island) Loy, which also contains Koh Loy Park, on the eastern seaboard of Thailand, just off the town of Sri Racha, ~70kms south east of Bangkok. The park is worth a visit if you are in the area.
The Wat is on a small hill on the western side of the island, reached by climbing a set of steps (I did not count but maybe 100). At the top of the hill are a small set of buildings containing the usual range of Buddhist material. The Wat is well designed and attractive. It is also popular, when I visited, on a weekend, it was packed with people. One fund raising methodology I had not seen before, a set of weight scales, which, for one baht (~3c), visitors can use to check their weight. It seemed popular with the female visitors.
