GPS reception can be unreliable here. This location is called Kesselwasen and can be found by taking the Archivstraße from the south side of the Stadtkirche, then duck into the alley on the right and through the arch. (You'll see a small sign for "Wasserräder")
At this location, the original course of the Neckar river flows through the old Medieval city of Esslingen in Southwestern Germany. Over the centuries, the course of the Neckar has been channeled around the city but there is still a sizeable flow here. It's known as the "Little Venice" of Esslingen. Water served as the most important energy source for this town as from 1428.
Although the facility was closed on the Sunday I visited, it does appear to open to visitors during some part of the week.
