This monument to Théophile Roussel (1816-1903) lists his name and dates and features his bust as well as a sculpture of a woman holding an infant and placing her hand on a young girl standing beside her. These figures, no doubt, represent the people that Roussel cared for. The bust depicts Roussel with a mustache and beard, wearing a vest and tie on a high-collared shirt. Some type of coat or cape is draped over his right shoulder.
The monument has quotes on two of its panels. One reads:

Republicain de 1896
Honore de Servir
Avec La Meme Ardeur
Genereuse . Les Idees
Que Professait.
A L'Assemblee Legislative.

which an online French to English transllation renders (poorly) as
"Senateur

the second reads:
"Le Mot D'Ordre De Toute Votre Vie C'est
Bienfaisance et Bonte.
Proteger L'Enfant C'Est Aimer Deux Fois Les Hommes."
which the translation comes out (even poorer) as
"The Word of order in your life that is charity and kindness. Protect the Child that is Love Twice men. TISSIER Jubilee 20 xbre 1896"
The poster of this waymark only speaks English...but gathers from this French Wikipedia article (visit link) that Roussel was a prominent physician and politician who made his mark in researching a vitamin deficiency known as pellagra..and for getting an alcoholism prohibition passed.
