This lantern was a gift from Mayor Yoneji Yagi, the Isamu Otani Family, and the people of Nishinomiya, Japan. Nishimomiya is Spokane's sister city. The plaque is dated August 5, 1989.

The lantern is about 15 feet tall, and is in a secluded area off a side trail in the Nishinomiya Tsutakawa Japanese Garden.

I assume the lantern was named after Mayor Neal R. Fosseen, who was the mayor of Spokane in 1961, when the two cities became sister cities.

The Nishinomiya Tsutakawa Japanese Garden symbolizes the friendship between Spokane and Nishinomiya.

The Japanese garden is open every day from April 1st through November 1st, from 8am until one half hour before dusk.
