The tunnel was built for the Wheeling Bridge and Terminal Railway in 1888-89. This provided for an approach to a bridge over the Ohio River to Martin's Ferry, Ohio. On the southern end the tunnel ends at an old truss bridge over a creek winding around a peninsula. It later became part of the Pennsylvania Railroad.

There are partial sections of track still in the tunnel. The tunnel was originally timber lined, but was relined in later years.

The tunnel was recently surveyed for possible use as a recreational trail.

See the link for interesting information and photos of the tunnel during its construction.

You can park in the pull-off just off Northern Parkway.
