The building is flagship of the Energy Efficient Office Building Program (the first of its kind in the United States) initiated by Sim Van der Ryn during his tenure as California State Architect. The 250,000 sq. ft was a first for its use of heating and cooling.
The state building is named after Gregory Bateson. Bateson was a mentor of Van der Ryn.
A plaque outside the building reads:

will work a superb civilization."
