visit link) describes the work thusly:
"Chester Arthur stands holding a book in his proper left hand. His proper right hand is bent at the elbow and rests at his waist. Behind him is an elaborate armchair which has the presidential seal on the back. An Oriental rug is draped over the seat of the chair."
Chester Arthur was a Republican who was elected as James Garfield's Vice President in 1880. He became President in 1881 upon Garfield's assassination. He had been a stalwart of the New York State Republican machine. He is often remembered for Civil Service reforms. Read more about him at (
