The fountain consists of a decorated pedestal on which there are two shallow bowls to catch falling water, and on top, a Greek-goddess-like figure (though probably not Nike/Victory, as she has no wings) holding above her head a blue vessel from the top of which water sprays upwards and then falls down.
The fountain is in a small park, called Memorial Park, in the center of town, which also contains a Civil War memorial (which is on the Smithsonian art index) and several other monuments.
