It is split into 2 lists, those who were born in Leeds and those who were buried in Leeds.

The memorial is in the form of a metal plaque on a sloping stone plinth and has a Victoria Cross medal at the top of the plaque. It stands on the edge of Victoria Park next to the pavement.

The Victoria Cross is the highest military decoration awarded for valour in the face of the enemy. It can be awarded to members of the UK, some Commonwealth countries and previous British Empire territories. As the name implies it was originally introduced in 1856 by Queen Victoria to recognise acts of valour in the Crimea War.

The memorial is number 21989 in the United Kingdom National Inventory of War Memorials. According to their website the medals are split into the following wars.

Description of Memorial:
This memorial is in Victoria Gardens on the Headrow near to the art gallery. There is another memorial of similar size remembering citizens of Leeds who died in the Great War 1914 - 1918. Also nearby is a large combined World War I and World War II obelisk with St. George and a figure of peace on the sides, surmounted with a winged figure of peace.
