This earth globe in the marketplace has been placed here probably to attract tourists to nearby businesses. It seems to be working since numerous tourist are attracted by it and linger to figure out how it works. The explanatory plaque at the base is of no help since it has weathered away.
It's apparently a solar clock. The globe is fixed and gambol around the globe has holes at regular intervals that correspond to hour markings. At noon the sun shines through the hole that lines up with St. Martin on the globe. Other times it lines up with other parts of the globe allowing you to figure out time differences. The land masses and oceans are not named, so a knowledge of geography is helpful here.
