The building on the sign is a representation of the historic First Territorial Capital building, still standing in the center of the town. The building and its grounds are now a state park, founded to preserve the unique historical nature of Fillmore.

Fillmore, in Millard County, has a strong link to US President Millard Fillmore. It was during his presidency that Utah became a Territory.

Fillmore was selected as the site of the Territorial Capital because it was near the north-south center of the Territory and on the major route between the economically important area of southwest Utah and the growing metropolis of Salt Lake City.
