This statue depicts a young handsome man ready to meet any challenge. (The photos of Banning on Wikipedia aren't as complimentary.)
On the base of the statue are reliefs representing the areas that Banning applied his influence: railroads, mercantile shipping, stagecoaches.
The front panel reads in part:

"Phineas Banning

Founder of Wilmington and The Los Angeles Harbor

This Sculpture is Dedicated to the Community of Wilmington
And The Banning Community Center on October 28, 2004..."
A list of City Council memebers and others appear as well as the name of the sculptor...Eugene Daub.
