The sculpture is a standing angel. The angel has large wings which extend nearly to her feet. The angel wears a gown fastened at the waist and flowing down to her feet. On the angels head is a five point star. She holds a scroll in her left hand and a trumpet in her right. The sculpture is on top of a multi-tiered base with inscriptions on all four sides.

John Wassell was a lumberman and attorney. Following the Civil War he was appointed as Mayor of Little Rock by President Andrew Johnson during the Reconstruction era. He also was finishing contractor for Little Rock's Old State House.
