Ownership of the DDO (Defense Depot Odgen) was transferred from the DoD (Department of Defense) to Ogden, Utah in 1997. It is still referred to as the old DDO but recently I have seen signs called the area the BDO (Business District Ogden).
The siren is a left over reminant when the DoD owned the area. The siren is on private property but can be easily seen from the published coordinates, a public sidewalf across the street from the building the siren is perched on.
In the past this siren would have sounded alerts during exercises when the personnel in the area were practicing their wartime skills. The siren would have also been used to notify people of weather threats.
