The name "Bear River City" predates a Utah Law setting a minimum population that defines a city. Bear River City is well below that minimum.

The inhabitants are either farmers, ranchers, or employed by businesses and industries in nearby communities. There is only one commercial establishment, a retail outlet, in Bear River City.
