The building was designed by the Boise-based architectural firm of Tourtellotte & Hummel in 1938. The firm is the most important architectural firm in Idaho’s history. Construction of the building began in 1939 under the Work Projects Administration and was completed in 1940. The building is built of concrete in the Art Deco or Moderne style. The building was placed on the National Register on Sept. 28, 1987.
