This memorial is in a small garden between the main World War I & II memorial and a statue of Queen Victoria.
The Victoria Cross was instigated during the Crimean war. This war was the first one to be reported on by regular correspondents and reporters. For the first time people realised what part ordinary soldiers played in war.
It had only been since 1854 that NCOs and privates had become eligible for a new type of individual medal. Prior to this date individual medals were only awarded to officers.
After this the Secretary of State for War, the Duke of Newcastle wrote to Prince Albert suggesting a new medal that could be awarded to men of any rank who had performed 'a signal act of valour in the presence of the enemy'.
Queen Victoria took a keen interest in the idea. On 22nd June 1857 she personally presented the new Victoria Cross to 62 men who had served Us in the presence of the Enemy and had performed some signal act of valour or devotion to their country. Source (
