Large municipal building housing the city offices. The Police Department and Fire Department are also housed in the complex. Modern style architecture with unobtrusive entrance. In front of the entrance on the sidewalk is a Bicentennial Cairn which was a project of a former mayor, which has a rock or mineral form each of the 50 states displayed on it. Building is named for a Deming City Manager, John Strand.
