Overlook is accessible by red-marked hiking trail from village of Nezbudská Lúcka (steep ascent). Link to slovak hiking map:

Up on the rock you can visit ruins of former castle Starhrad, first mentioned in 13th century, abandoned in 18th century - with nice views over Váh river in Domašínsky meander. Slovak wikipedia:
