I don't know exactly when this was installed nor by who. However in 2007 the Bradford college underwent a rebranding exercise and changed their colour scheme to green.
The front of the Westbrook building changed from red to green and I think the paved area in front of the building was re-furbished. It's likely the vines were put onto the tree at the same time.
