Cartmel village was built on marshy ground until drained by many channelled streams. Pepper Bridge carries Priest Lane over a stream to access the north side of Cartmel Priory.

For many centuries the county was responsible for bridge maintenance and building, until then bridges and their approaches were in the care of the parish. When the bridge or approach became too bad, the legal courts would issue an order to repair and provide money. Eventually a county bridge engineer was appointed and money set aside for maintenance.
