Only guesswork, but given its prominence in the downtown city plaza, it seems to commemorate the 50 year anniversary of the city of Chandler and will be reopened on its centennial celebration in 6 years. Don't know anything else about it.

A steel milk can doesn't make a good time capsule.
Chandler officials found that out 50 years after their predecessors buried memorabilia and photos in one.
"People have called to ask about the time capsule. Some had just gotten married or participated in Chanderama (the 1962 anniversary celebration)," Reynolds said.

During preparations for the city's centennial in May and to avoid opening the container at a public ceremony without knowing the condition of its contents, workers dug up the milk can a few months ago to check. What they found horrified historians.

The contents were wet and small pieces of flaked paper were stuck to the sides. "We scooped out what we could," Meyers said. Then, the moldy pieces were separated from recognizable photos and documents.
