The Golden lion is a heraldic device with connections to three distinct arms.
1. Henry I - The "Lion of Justice and King of England between 1086 (or so) and 1135. Henry was responsible for the tally stick which lasted throughout the middle ages until ended in the 19th century.
2. Duke of Northumberland. The title was created in 1551 so post-dates the first recorded date of a pub being on this site.
3. The Percy family. The Dukedom of Northumberland died out twice and the current duke is from the Percy family.
