The Bell and Shears may appear to be an odd mixture. However, there could be a reasonable explanation.

Shears of the kind illustrated on this sign may have been used by either a sheep shearer or a tailor for cutting cloth. There is no real indication which the inspiration may have been here.

It was not uncommon for a publican who moved from a pub named The Bell, to bring his old pub's name along with him and to append it to the name of his new one. It is possible that this is the case here.
