The monument is in front of the city hall. Present day Vernon was the city of the battle, which was part of the Mexican American War.
One plaque reads: "On this spot was fought the Battalla de La Mesa, Battle of La Mesa. January 9th, 1847. Commodore Robert Field Stockton, USN, in command of American forces and Gen. Jose Maria Flores commanding the Californians."
Another one reads: "Sketch of the Battle of Los Angeles. Fought between the Americans and the Mexicans, Jan 9, 1847. Copy of Map in U.S. official records made by Lieutenant Emory who was engaged in this battle."
This one is weird, since the Battle of Los Angeles was fought later in the year. It might be a big typo.
