I-5 Right of Way - Newhall Pass

Approximately 2" diameter metal disk found on top of a hill near Newhall Pass. I-5 is about 200 yards to the north-north-east of this mark and 100 feet lower.

Markings are "California Division of Highways" around the circumference with the number "100" and letters "SS" in the center. There is a small hole near the center which may be merely a pit in the metal. I found this after locating a nearby geocache. The hill had recently burned making it relatively easy to climb to the top where the mark is located.
Curiously, there is a bicycle cable and combination lock (frozen or melted - it doesn't turn) anchored in concrete a few feet from the mark. Speculating the highway department once placed some sort of equipment here and wanted to secure it.

What indicators are near the mark to help people identify where it is located?:
On crest of a small hill near I-5, Newhall Pass, CA. The Weldon Canyon Motorway (dirt road) passes within 100 yards and a casual trail leads to the location of the geocache and on to the hill. Weldon Canyon Motorway is closed to unauthorized vehicular traffic, but the walk up the Motorway is about 1/4 mile from Coltrane Ave.


What property is this mark defining?:
Apparently marking the highway right of way.
