The Category II status Devonport Flats are on the Historic Places Register as they were designed by renown local architect Frank Messenger and are an early example of concrete construction.

Frank Messenger a notable Taranaki architect designed over 300 notable buildings in and around New Plymouth during a 66 year career from 1879.

A significant number of those buildings still exist and quite a number are recognised by being placed on the New Zealand Historic Places Trust Register.

The Devonport Flats at 127 St. Aubyn Street, New Plymouth, are constructed entirely of concrete and are recognised for this construction technique.

They have always been private residential ownership, and forty years ago you could purchase a flat "for a song', but nowadays with their proximity to the sea and central New Plymouth the apartments are much, much more expensive. As such it is now a 'gated' apartment complex not open to the public.

"Originally known as 'Waldie's Flats', these units were designed by the New Plymouth architects Messenger, Griffiths and Taylor for Mr A. B. Waldie. They were built in two sections between 1922 and 1924. They are a unique local example of metropolitan-style residential accommodation using reinforced concrete. New Zealand architects and builders pioneered the use of this material."
