Born in Scotland Neck in Halifax County in 1866, William Walter Kitchin graduated from Wake
Forest College, edited the Scotland Neck Democrat newspaper and studied law at the University of North Carolina. After securing his license, he began practicing law in Roxboro and later served in the State Senate and in Congress.
In 1909, he became Governor
and pushed for better sanitation in factories, prohibiting the employment of children
under thirteen, and regulation of monopolies of the power companies and of the public
service corporations.
By the time of Governor Kitchin's term in office, the number
of automobiles in North Carolina had increased to the point that he suggested the
establishment of a Highway Commission. The number of schoolhouses also increased,
to a total of 7,777.
After he left office, Governor Kitchin practiced law in Raleigh
for a number of years until he suffered a stroke. At that time, he returned to Scotland
Neck where he passed away in 1924.
