There are three memorial, all side by side, near the sidewalk, at the edge of this park. If you walk along Locust Street you can see them. Parking is also available street side as well. Two of the memorials are citizen memorials. This one sits on the far left, is about 2 feet high and resembles a cemetery headstone. The park is accessible from dusk to dawn but I suppose this is accessible 24/7.

The inscription reads:

Dedicated to All Submariners
Of World War II
Wherein 3,617 Men
And 52 Submariners Were Lost
We Honor Those Men and All Who served with Them
Provided The Red Rose Chapter and Weaver Memorials
Of Central Pennsylvania 2001 AD

On the rear of the memorial is a long story explaining the service of the submariners. The picture is clear enough and the text is large enough to be able to read if you are so inclined.
