I am not sure of an exact translation of this structure, however, it is clearly Buddhist in intent.

Inside this small white building, behind glass, is a golden seated Buddha, and several other Buddhist images. The Buddha is the "Surin Buddha", and it comes from the King of Thailand. Every year, on December 5th, the birthday of the Thai King, ceremonies are held before this shrine. The purpose of this shrine is clearly to link the people of the town to their King.

The Shrine is in the front grounds of the City council administrative building.
