AT PHENIX CITY, ABOUT 0.15 MILE SOUTH ALONG BROAD STREET (US HWY. 241) FROM THE CITY HALL, IN THE TOP OF THE EAST END OF NORTH ABUTMENT OF MOSES MEMORIAL BRIDGE OVER A SMALL CREEK, 27 FEET EAST OF CENTER LINE OF HIGHWAY AND ABOUT 1 FOOT ABOVE LEVEL OF HIGHWAY.
