This planter/landscape feature used to be a beautiful fountain. It consisted of a large triangular pool fed by an artificial cascading stream from an artificial spring and an artificial 2-tier waterfall (see pics for details).
Over time, maintaining and repairing the fountain became too costly and time-consuming. It was also rumored to have been a not-so-infrequent homeless bathing facility as it is openly accessible to the public. Other fountains in the city have had the same problem.
The fountain sat drained for some time, but then the decision was finally made to fill it in instead of fix it yet again. That was a sad day. The fountain added a nice touch of cool tranquility to the courtyard and many a break time and impromptu meeting was spent there.
