The municipal tenement complex with 172 apartments was built between 1924 and 1925 by city architects Franz Krauß and Josef Tölk. The premises include a library, a dentist, a kindergarten, laundromats and baths and the artists studios.
In 1949 the complex was named after the founder of the psychoanalytic school of psychology, Sigmund Freud (1856 - 1939), who lived and worked in the 9th district between 1892 and 1938.
