From the
Arbor Dog Park Website.
"Located in the City of Seal Beach off Lampson Ave. between Valley View and Los Alamitos Blvd, Arbor Dog Park is a two and a half acre grass park with several large shade trees. Adding to the beauty of this park is the Navy Golf Course behind it, a snow capped Mt. Baldy and the San Bernardino Mountains off in the distance.
Arbor Dog Park is entirely fenced "off-leash" park with concrete surfaces for the larger double-gated enclosure being used as an entry and a smaller double-gated enclosure used as an exit. Parking is available outside the dog park enclosure. Park facilities include drinking fountains for both 2 and 4 legged animals, covered trash cans inside the park and stocked poop-bag dispensers."
No age for humans is specified; however, dogs must have an adult human chaperone and a maximum of three dogs per chaperone. All dogs must have a Seal Beach license to use the park, even if licensed elsewhere (non-resident licenses available from the Seal Beach Animal Care Center for $12 annually).

This dog park was apparently created as a compromise between dog owners, the AYSO, and the city of Seal Beach to give dogs an area of their own and keep them off the soccer fields. A bit of trivia - the websites states that they spend over $3000 a year just on dog waste bags, so donations are gratefully accepted.
Porta-potties for humans are available a short walk away in front of the soccer fields. Arbor Park can be accessed by a driveway just west of the West Ed parking lot, between there and the agricultural fields of the military air base.
(I'm a little confused as to why this is a Seal Beach park, as I know the address of the office building you can see on the map is Los Alamitos, as is the the military property on the other side of the park. Seal Beach is across the street to the south.)
