This one is very unusual as far as town governments go...

There are several towns in Vermont (five, to be exact) which have been, shall we say, canceled due to lack of interest. This is to say, most of the property is owned by lumber companies (which have no vote), and with such a small resident population that an elected local government is not feasible. Unable to meet Vermont's constitutional requirements, they have been disenfranchised by the state, and referred to as "unorganized towns."

Essex County has three of these towns (Averill, Lewis and Ferdinand by name) as well as two gores (Warren Gore and Avery's Gore) and a grant (Warner's Grant) which are by themselves are too small to be towns, and also lack sufficient population. With no elected town government, these entities are managed by a state-appointed supervisor.

This is the office of the supervisor of the towns, gores and grant which have formed an association known as the Unified Towns and Gores of Essex County.

This is all these entities have for government below the state level. In fact, lacking any population centers of their own, this office is in a town which is not a member of the organization.

The whole thing is a comment on just how rural this part of Vermont is.
