From Fountains of Philadelphia By Jim McClelland:

This is another stainless steel structure, but in a giant watery base. This magical work was designed by artist David von Schlegell. Commissioned as part of the Art-in-Architecture Program of the General Services Administration, the work was dedicated in 1976. As students of mythology know, Ulysses wandered for a decade on the Mediterranean Sea before reaching his homeland. Von Schlegell's design features diagonal lines to counter the verticality of the architecture. Peggy Balkin Bach,describes the fountain: "In basic shape, Voyage of Ulysses resembles a sail, but it's appearance varies from the viewers perspectives. Hydraulic engineers assisted von Schlegell in producing dramatic effects with the water as it scampers against and through the sculpture."
