This concrete flagpole base has been embedded with 50 rocks or stones from each state. I would likely guess that this was a Bicentennial project (the date of 1976 in the concrete is a dead giveaway). I'm sure that back during the Bicentennial craze, someone in the community contacted each state's geological office asking them to donate a piece of the state that best represented it's geology. Some states sent fist size stones, some sent mere pebbles, and North Carolina was generous with a large slag of granite. Below each stone is a ceramic plate with faded hand written facts about the state the rock came from (yet, no facts to identify the types of rocks).
Unfortunately, this clever project has been neglected over the years as the pole has become bowed and rusty. By the looks of it, the pole has not flown an American Flag in quite a long time.
