Two sets of stairs carved into the rock lead to a platform and plaques to WWI and WWII vets. A "All Veterans Memorial" is at ground level in front of the rock.
From the position of the plaque in the center of the grotto, I think is safe to assume that the initial work on the rock was done after WWI. The wording of the plaque, referring to "the world war," certainly suggests they believed it was, indeed, "The war to end all wars."
*To avoid confusion, it should be noted that Jeffersonville is a small village in the town of Cambridge.
