In 1950, the Treasury Department had replicas of the Liberty Bell cast and distributed them to each state and territory to drum up support for the purchase of savings bonds (Liberty Bell Bonds). When the bond drive was over, the replicas were given to each state, Alaska and Hawaii (which were not states at the time), Washington DC, Puerto Rico and the Virgin Islands. Today, many of the bells are in the states' capitols.

It should be noted that they were not exact replicas: the crack is painted on.

Vermont's bell is in the Pavilion Office Building, outside the Department of Libraries offices. It is a public building, but one does have to pass through security (photo ID required). After all, the Governor's Office is here as well.

Coordinates are at the main entrance to the building. See also this.
