Designed by architect Theodore Carl Link (of St. Louis Union Station fame) in an eclectic mix of Romanesque, Georgian and probably Italian affinities. Built in 1900 and rehabilitated in 1989-1993. Listed on the National Register of Historic Places in 2000. Houses Missouri's 24th Judicial Circuit. Serves as the center for Madison County government.
