According to the town's website (visit link) , the Holly Wastewater Treatment Plant uses rotating biological contactors, phosphorus removal and filtration. The plant is currently undergoing a 12 million dollar expansion project. A detailed work plan for the expansion was developed with the following goals:

Maximize protection of the environment
Minimize operational disruptions to the existing plant
Improve plant aesthetics
Maximize operational flexibility and minimize operational costs for the expanded facility
Provide treatment capacity for future growth
Meet project financial goals and timetable
