According to the sign:

This gazebo, or azumaya, is a viewing pavilion where visitors can enjoy a panoramic view of the garden. Azumayas were originally rustic huts with thatch roofs used as a place for tea ceremony participants to sit and rest.

This one is constructed out of wood and bamboo, with an ordinary shingle roof.
