According to the plaque:

"Spanish Plaza
in commemoration of our
historical and cultural
relationship to Spain
dedicated June 1981"

It's likely this plaza will get more attention but less room in the future, as the city is planning to build a pedestrian bridge across busy Del Monte Avenue to the foot of this plaza.

The only facilities currently at this plaza are a few concrete benches, which are often occupied by homeless people.
