Text from the sign:

"Thomas Cole, an English sawyer, built this home for his family in 1856. Used over time as a dwelling [boarding] house, it became headquarters for the local Nationalist Chinese Political Party in the early 1940s."

Now this building, like its next door neighbors - Duarte's and Jos. Boston Store - are owned by the state park. Unlike its neighbors, this home is not currently being used but might be renovated for offices or apartments to be leased out by the state.

"It features an upper-floor balcony that must once have allowed residents to peer over the walls that form the Memory Garden behind Pacific House."

It is this balcony side of the house which is visible to visitors from the public plaza. There are no windows on the lower floor of the balcony side of the home, so it is not possible to peak into the home.
