This windmill just appeared here a few days ago. It is built by Free Breeze Energy Systems, a company that specializes in 67 metre towers (this I would presume is one of them).
Updated April 21 2009:
The Windmill powers the nearby GO Lisgar station, making it the first North American transit facility to do so. It generates 50 Kilowatts a day and provides up to 80% of the station's power needs.
The tower is 31 metres tall and cost $620,000 to build.
