This Happy Half-wit, a big-eared goofball, is the rarest of the M-Man lines. This statue is also known as "Mr. Bill". It has the body and arm positioning of a classic Muffler Man, but with the head of Alfred E. Neuman. The classic tag line of Mad magazines has their mascot, Alfred E. Neuman saying, "what, me worry?". This is from where the name of the cartoon strip originated.
This huge muffler man adorns the left side parking lot of Mr. Bill's, a local eatery and ice cream hang out. In Holmeson, New Jersey, there is another happy half wit.
